I noticed this while attempting to make Bernd's rtl-on-obstacks patch
bootstrap.  That patch removed the GTY annotation from ctr_labels, which
made the variable not be referenced from gt*.h, which removed the only
use of the variable, which caused warnings/errors.  I love the garbage
collector, don't you?

Tested on x86_64-unknown-linux-gnu.  Committed as obvious.

	* coverage.c (ctr_labels): Delete.
