C++ PATCH for c++/70386 (constexpr ICE with -Wall and PMF)

The compiler passes around PMF temporaries as bare CONSTRUCTORs, so we 
need to be prepared for that.

Tested x86_64-pc-linux-gnu, applying to trunk.
