Go patch committed: disallow unary ^ on boolean values

The Go frontend erroneously permitted unary ^ on boolean values.  This
patch by Chris Manghane fixes the problem, fixing
https://golang.org/issue/11529 .  Bootstrapped and ran Go testsuite on
x86_64-unknown-linux-gnu.  Committed to mainline.
