C++ PATCH for c++/67161 (ICE with template-id)

When we're dealing with a template-id, all the arguments are 
non-default, so don't try to GET_NON_DEFAULT_TEMPLATE_ARGS_COUNT.

Tested x86_64-pc-linux-gnu, applying to trunk and 5.
