[7/8] S/390: Add proper comments to vpopct builtins for automated testsuite generation.

This is a comment only change which is supposed to be used by the
autogenerated tests I run for the builtins.

gcc/ChangeLog:

	* config/s390/s390-builtins.def: Fix vpopct instruction comments.
