[U-Boot] arm: socfpga: spl: Add stub sdram.h

Since the SoCFPGA SDRAM support is not yet applied to u-boot, we still
need to be able to compile the codebase. Introduce stub functions which
temporarily supplement the missing SDRAM setup functions.
