[wwwdocs] Update Fortran part of gcc-5/changes.html

Hi all, hi Gerald,

sync the changes from https://gcc.gnu.org/wiki/GFortran/News#GCC5 for the
today's added compatibilty section and Janne's locale addition.

If there are no objects or comments, I will commit it this evening
