Add functions which translate ->sysquota_on / ->sysquota_off calls into appropriate changes in VFS quota. This will enable filesystems supporting VFS quota files in system inodes to be controlled via Q_XQUOTA[ON|OFF] quotactls for better userspace compatibility.
