[nf_tables,v3,2/2] netfilter: nf_tables: add new expression nft_redir

This new expression provides NAT in the redirect flavour, which is to
redirect packets to local machine.

v2: some cosmetic changes requested by Pablo. Use u16 for flags.
v3: use u32 for the flag attribute in the API, but u16 internally.
    NFTA_REDIR_REG_PROTO_MAX is interpreted only if NFTA_REDIR_REG_PROTO_MIN
    is set.
