This patch adds common routines for pcie host bridge and pcie mmcfg.
This will be used by q35 based chipset emulation.

By the way, no idea why didn't I just memset it instead of a loop.

It would be better if we could have a separate pcie_init.
But no idea how to make it so. Ideas?
