In case of using MIPI command mode interface panel,
the relevant registers should be set.
So this patch adds relevant DT bindings.

Changelog v2:
- Changes "samsung,sysreg-phandle" to "samsung,sysreg"

- Moves CPU timings relevant properties to panel DT
