Use the new kernel ioctls to support >4GiB flash devices.  Falls back to
the old ioctls if the kernel does not have the new ABI.

Sanity tested using 8MB nandsim:

flash_eraseall
flash_erase
flashcp
mtd_debug
nanddump
nandwrite

Untested:

flash_lock
flash_unlock
