ARM RTEMS changes for GCC 4.6

        * config.gcc (arm*-*-rtemself*): New.
        (arm*-*-rtems*): Removed.
        (arm*-*-eabi* | arm*-*-symbianelf*): Add (arm*-*-rtems*).
        * config/arm/rtems-eabi.h: New file.
        * config/arm/t-rtems-eabi: New file.
