patches/eglibc/2_16: backport OpenEmbedded patches for eglibc 2.16.

With this 3 patches, I was able to build and run an eglibc-based system
on MIPS(el) and ARM targets.

+On mips target, binutils currently sets DT_MIPS_RLD_MAP to 0 in dynamic
