Another PRE cleanup

This converts the global value-id to expression map to not be
a bitmap set with both a value-set (with just one value, the
index of the array ...) and a set of expression IDs but instead
just contain a bitmap of expression IDs.  That saves a little
bit of memory and compile-time for FRE.

Bootstrapped on x86_64-unknown-linux-gnu, testing in progress.
