[i386] Add one_operand_p flag to vec_perm generation

As discussed in enhancement PR 52607, relying on op0 != op1 can be tricky,
especially when testing_p, and we'd rather not generate oodles of rtl.

Tested on x86_64 and i686-linux and committed.
