The following enhances vector CTOR simplification to cover the
case where we select a vector part.  I've included testcases
for highpart, lowpart and odd/even extracts (with conversion).

The only case we cannot handle right now is conversion with
constants (but there's a latent bug there which I'm going to
fix after finding a testcase which would make that supported as well).

For PR92645 we also need widening, I'll see whether I can make that
work as well (after fixing that latent bug).

One interesting part here is that VEC_PERM_EXPR requires the same
number of output as input lanes and so for extracts we have
"don't care" values as we follow that VEC_PERM_EXPR with a
BIT_FIELD_REF for a lowpart extract.  While it looks convenient
to simply relax that VEC_PERM_EXPR constraint at this point this
would be too intrusive.  Alternatively we can have a special
permute index (say, -1) that could signal the target the lane
is "don't care" which would be more powerful.  I'm implementing
neither and simply place some random values there.

Bootstrapped on x86-64-unknonw-linux-gnu, testing in progress.
