[Ada] Switch to ZCX on AIX

We've had this setting enabled by default in our AdaCore tree for years
now, so enabling this setting here.

Manually tested on powerpc-aix
Tested on x86_64-pc-linux-gnu, committed on trunk

	* system-aix.ads, system-aix64.ads: Set ZCX_By_Default to True.
	* gcc-interface/Makefile.in: Switch to ZCX by default on AIX ports.
