libgo patch committed: Run tests in source file order

The libgo tests expect to be run in the order in which they appear in
the source file.  This patch uses -fno-toplevel-reorder to make sure
that happens.  Bootstrapped and ran libgo tests on
x86_64-unknown-linux-gnu.  Committed to mainline.
