Having checked the arrangement of whitespace in time/strftime_l.c
using "unexpand" and "unexpand -a" command, three inconsistencies are
detected. So fix them for consistency.

ChangeLog:

	* time/strftime_l.c: Fix a few whitespace arrangement inconsistencies.
