C++ PATCH for c++/49663 (ICE in lookup_base)

When we're doing template argument substitution during deduction, we 
push into the appropriate class for lookup, but after my patch for 48884 
stopped doing push_to_top_level in the case of a non-member function. 
In this PR, this change confused a place in the compiler that assumes, 
reasonably, that if current_class_ptr is set, then current_class_type is 
as well.  I was lying to the compiler, and it is having its revenge.

So this patch reverts that earlier change and just preserves 
processing_template_decl across the push_to_top_level.

Tested x86_64-pc-linux-gnu, applying to trunk.
