Backout this change due to performance regression. 

Tested with bootstrap.

        Manually remove upstream patch for PR49642 and it's
        test case due to performance regression. 

	* gcc/testsuite/gcc.dg/tree-ssa/pr49642.c: Remove.
        * ipa-split.c (forbidden_dominators): Delete variable.
        (check_forbidden_calls): Delete function.
        (dominated_by_forbidden): Likewise.
        (consider_split): Revert.
        (execute_split_functions): Likewise.
