Check if SSE is available with HAS_CPU_FEATURE

Similar to other CPU feature checks, check if SSE is available with
HAS_CPU_FEATURE.

Thanks for the patch

it helps a lot for performance improvement for numeric applications
that take advantage of SSE instructions
