move DECLARE_LIBRARY_RENAMES to libgcc headers

DECLARE_LIBRARY_RENAMES is logically a target libraries macro; this
patch moves its definition(s) to headers under libgcc for arm and frv.
Adding the headers to tm_file for the appropriate targets is a little
ugly, but such is life while the ligbcc transition is in progress.
The implementation follows what the rx target has done.

(The intent is to move as much target library-specific stuff into libgcc
first, then eventually move all the configuration hunks into libgcc's
configury.  Doing so should be straightforward, as the
../../libgcc/config/ paths stick out like sore thumbs.  If other people
have ideas on how the transition should go, I'm happy to hear them.)

Tested with cross to arm-eabi and frv-elf, with manual inspection of
libgcc objects compiled from unpatched and patched trees to verify that
the set of symbols were the same.

All these libgcc/ headers should have the license exception notice 
referring to COPYING.RUNTIME.  (Once target libraries no longer use the 
host tm.h, all the mainly-host headers referring to the exception because 
they get included in target libraries can have it removed from them.)

You've presumably seen 
<http://gcc.gnu.org/wiki/Top-Level_Libgcc_Migration> - feel free to update 
it to describe what is being done and what needs to be done.

In general, I think the hardest (or at least the most tedious) part will 
be migrating all the makefile configuration variables that are set in the 
t-* makefile fragments (and associated build rules).  But once that is 
done you can replace the really nasty hack in 
libgcc/config/32/t-fprules-softfp to remove TImode soft-fp functions with 
simply having different soft-fp configurations for 32-bit and 64-bit 
(right now, the set of soft-fp source files to build is gcc/ directory 
configuration so needs nasty hacks to make it vary depending on the 
multilib).  (There are further improvements in soft-fp configuration that 
are possible once the full migration is done; it should be possible to 
eliminate softfp_exclude_libgcc2 as described in the last bullet point of 
<http://gcc.gnu.org/wiki/Software_floating_point>.)

Note that SHLIB_LINK is used both in the gcc/ directory, to control 
ENABLE_SHARED_LIBGCC, and in the libgcc/ directory, to control how shared 
libgcc is actually built.

Thanks for the analysis.  I guess the choices are:

1. Revert the patch.
2. Rename one of the headers and tweak config.gcc.
3. Some more elegant solution I cannot think of at the moment.

As a variant of that you could use ../../gcc/config/bpabi.h as the path 
for the gcc/ copy, so that both paths are unambiguous from both places.
